Transformational Learning Oversight Consortia (TLOC)
The TLOC serves as a central collaborative, governance, and accountability body. It includes K–12 educators, higher education faculty, instructional designers, technology experts, research administration professionals, community leaders, and workforce development partners with deep experience in North Carolina’s education ecosystem. TLOC members guide strategic decisions, review implementation data, and ensure projects and models reflect classroom realities, addresses learning differences, and remains aligned with equity and educator sustainability goals. The committee also provides a formal mechanism for continuous feedback, iteration, and shared ownership across stakeholder groups.
The TLOC engages additional contributors through partnerships with K-12 Public Schools, HBCUs, Minority Serving Institutions, community colleges and businesses in the public/private sector. These partners support educator pipelines, workforce development partnerships, and professional learning. Community-based organizations, including health and wellness partners, contribute expertise in family engagement and socio-emotional supports, strengthening the whole-child approach.
The Role of TLOC
The TLOC will address these needs through the following actions:

Pedagogical Alignment: The TLOC will ensure that all educational products incorporate current pedagogical principles, making them both engaging and educationally effective.

Usability Testing and Feedback: The consortia will lead comprehensive usability testing, involving K-12 students and educators, and will provide detailed feedback to developers.

Integration and Implementation Partnerships: The TLOC will navigate the challenges of integrating with key organizations in K-12 and higher education, and implement programs and projects that support collaborative initiatives.

Feasibility Testing and Assessment: TLOC will lead the formal assessment process and conduct feasibility testing in diverse educational settings, documenting findings and providing recommendations to enhance the practicality of products, programs, and platforms.
- Grants Management and Research Administration: The TLOC will provide oversight, management and guidance to collaborative initiatives, serving as a governance body while providing guidance, accountability and research administration services on federally and privately funded research projects.
The TLOC’s core infrastructure is led by QDI Global and includes representatives of each business in the consortia who maintain responsibility for managing day-to-day collaboration, operations and execution. This team brings expertise in grant management, research administration, platform development, instructional design, professional learning, and data-informed improvement. Consortia members coordinate partner engagement, manage deliverables, support educator workforce development programs, and oversee implementation of grant-supported initiatives. This structure allows QDI Global to operate efficiently while aligning implementation with funding requirements and timelines.
